Bioavailability is defined as how well an active compound is absorbed in the gut and utilised by the body. If a compound has low bioavailability, it will be metabolised and excreted before the compound can have the required effect. High bioavailability is where the compound get absorbed into the blood and the tissues before being metabolised and excreted, therefore having a more potent effect.
